Make `PyUnicode_ToLowerFull`, `PyUnicode_ToUpperFull` and `PyUnicode_ToTitleFull` public and rename them to `PyUnicode_ToLower` etc.

Hey everyone! Since capi-workgroup/decisions#71 has stagnated and there doesn't seem to be a way forward, I propose to add these as unstable APIs. I'm okay taking on the responsibility of maintaining them and we can discuss whether we want to promote them in the future. The existing APIs all remain exactly the same.
